The Ferengi govern their lives by The Rules of Acquisition for gaining profit through craft and graft. The “trolls” pursue profit at the expense of all else. They mix business and government, well, business and everything really. They make excellent listeners because there’s always a profit in information, but their words can’t be trusted because there’s always a profit in lies, too.

The Ferengi are not a member race of the Federation, but Nog (DS9) opened the way for future Ferengi’s to join Starfleet. Their negotiation skills are unmatched, but their reputation for deceit makes a cautious person doubt their every statement.

Ferengi’s do not make skilled soldiers, and science is not a valued trait in their culture. But, they are technically skilled as demonstrated by their ease with computer hacking, surveillance, and lock picking. They just choose to use these talents differently than most races.
